The concept of the complex system and the advantage of visual decision support can be combined to create visualizations for the ABM- based gaming simulation for policymaking. ABM is created to be used as a tool for spatial simulation of wide phenomena that uses huge and complex data. The visual decision support requires one to explore the sense-making of the concept and then communicate the fed back (Crooks & Smith, 2011) in this case information visualization, and scientific visualization is the main technologies that are used in the model where graphical presentation is used. The best way to visualize and communicate the agent-based models is to utilize what is commonly known as the third dimension that used advanced techniques for analysis.

In this case, the policy that is being used is a policy for e- participation for urban planning. With the rise of digital data, ABM is used for the analysis of various models in the more aggregate pattern. Creating a real-world policy that can be used for the e-participation requires the agent to scale potential and extensive digital geometric data sources. Combing the collected data with the symbolic models in the digital media helps understand, visualize, and explore cities. Various visualize techniques can be used to make the model that is created to be more accessible, but the preferred option is the coupling of the agent-based model-based model to 3D visualization software. The coupling may create a continuum between the tight and loose coupling. The loose coupling is used in transferring of files while on the other hand, tight coupling is characterized by its ability to allow simultaneous operation of the systems thus making it possible for direct intersystem communication in the entire execution of the program.

Serious gaming is a tool to experiment wirh and train people for situations that are less easy to practice in reality. In serious gaming, the player is confronted with a choice after which a predefined scenarion path is picked depending on the selection made. Agent-based games are used to test leadership and management in studying social complex phenomena. Agent-based games include an autonomosuly behaving artificial population. Players perfrom a managemen task in the game, which helps in experimentally testing under what system characteritics a specific management strategy or leadership style performs best.

Ven, Stubbé, and Hrehovcsik (2014) developed the Mayor game to be used by mayors in policy making. The game consists of a web-based game that is integrated in a training session to gain experience, stimulate reflection and awareness, and to share experiences between participants. The gam is a dilemma trainer that presents mayors with a scenario in eight dilemmas. Dilemmas are introduced in the form of a few lines of text and end with a question. Participants are required to answer the questions with either a yes or no. the participant is then required to record the kinds of information items that were important to make a decision in the dilemma scenario. At the end of the game, participants receive feedback about the choices they made. This game can be applied in crisis management, when citizens expect their president and mayors as well as local politicians and elected adminstrators to avert the threat of minimize the damage.
